Before quoting we visit the site and establish, for each point, what must be achieved: detecting a presence, recognising a known person, or identifying an unknown one. Those are three different requirements, with three types of equipment and three different budgets.
The same logic applies to lighting and storage: a good camera in an unlit corridor performs worse than a modest camera mounted correctly.
